Southwestern Community College - Policies and Procedures Manual
Policy Title: Financial Exigency 4.24
Responsible Division: Administrative Services  
Date Approved: July 2009  
 
Financial Exigency is any significant decline in the Board of Trustee's financial resources that compels a reduction in the college's current operations budget. If the Board of Trustees determines that a financial exigency exists, the Board may direct the President to recommend action or actions to include, but not limited to, the following:

1. Reduction of non-essential expenditures.
2.  Implement a full or partial hiring freeze.
3. Suspend salary adjustments in recognition of additional education - refer to Policy 4.18 – Salary Adjustment in Recognition of Additional Education.
4. Suspend overload or extra service compensation for faculty assigned teaching loads above the maximum number of credit or contact hours - refer to Policy 4.25 – Workload – Curriculum Faculty.
5. Implement a voluntary leave without pay program that ensures efficient operation of the college.
6. Implement an involuntary leave without pay (furlough) program that ensures efficient operation of the college.
7. Reduction of college services, operations, centers or programs.
8. Reduction in force – refer to Procedure 4.24.1 – Reduction in Force Procedure.
