General Policy - Tuition
and fees shall be charged in accordance with
state statutes and according to schedules
established by the State Board of Community
Colleges or the Southwestern Community College
Board of Trustees. |

Tuition Requirements
- A general and uniform semester tuition
is established by the State Board for curriculum
students. The State Board will establish
both a North Carolina resident rate and
a non-resident rate.
| a. |
Non-North Carolina Resident
- Is defined to be a student of less
than eighteen (18) years of age, living
away from his/her family and whose family
resides in another state or whose family
has not resided in North Carolina for
twelve (12) months immediately preceding
the date of registration; or a student
eighteen (18) years of age or older
who has not been a resident of the state
twelve (12) months subsequent to his/her
eighteenth birthday or for the twelve
(12) months immediately preceding the
date of registration. |

Resident - The description
of resident status contained above is
generally applicable, but the determination
of residence status for tuition purposes
is specifically governed by the provisions
of North Carolina General Statute 116-143.1,
the rules and regulations of the North
Carolina Board of Community Colleges,
and judicial and/or administrative interpretations
thereof. In the event of conflict between
the above-noted descriptions and the
latter authorities, the latter shall
govern. |

Auditing a Course
- The charge for auditing a course is
the same as taking the course for credit.

| 3. |
Tuition and Registration Fee Waivers
| a. |
Senior Citizens
Curriculum Instruction
- Tuition shall be waived for up to
six credit hours per academic semester
for senior citizens age 65 or older
who are qualified as legal resident
of North Carolina. Applicable Fees
will be charged. If an eligible senior
citizen enrolls in more than six,
but less than 16 credit hours in a
given semester, he/she shall be charged
the regular tuition rate for each
credit hour above six credit hours.
If an eligible senior citizen enrolls
in more than 16 credit hours in a
given semester, he/she shall be charged
the regular tuition rate for a maximum
of 10 credit hours.
Continuing Education/Occupational
Extension – Tuition
shall be waived for up to one course
of non-credit instruction per academic
semester for senior citizens age 65
or older who are qualified as legal
residents of North Carolina. Academic
semesters are defined consistent with
the academic periods defined by 23
NCAC 02D.0327(a)(l):Spring Period:
January 1-May 15; Summer Period: May
16 – August 14; Fall Period:
August 15 – December 31. For
the purpose of calculating the waiver,
contact hours are categorized into
academic semesters based on the date
the course starts.
Eligible senior citizens may receive
waivers for both curriculum and occupational
extension courses in a given academic
semester consistent with the parameter
outlined above. |

and registration waivers for law enforcement
officers; prison inmates, high school
students, and wards of the State and
children of disabled firefighters, law
enforcement officers and rescue squad
workers, please refer to North Carolina
General Statutes 115B and 115D. |

| 4. |
Special Fees and Charges
- The College Board of Trustees, with the
approval of the North Carolina Board of Community
Colleges, shall be authorized to set the fees
and charges for specialized services and programs.
These fees will be kept to a basic, practical
minimum for the program or service involved.
Current fee schedule is maintained in the
Southwestern Community College Administrative
Office.

Dual, Early College, and Learn and
Earn students shall be exempt from paying
activity and computer use fees. Most
Huskins courses are fee exempt. |
| b. |
All other curriculum students
shall pay all applicable fees.

| c. |
Curriculum students at the Job Corps
sites will not be assessed a student
activity fee. |

| 5. |
Payment of Tuition and Fees
| a. |
Tuition and fees are due and payable
at the time of the student's registration.
Students unable to pay tuition and fees
in full at registration may request
from the Administrative Services a ten
calendar day deferment of full payment
of tuition and fees. Students failing
to pay in full by the end of the ten-day
deferment period will be refused further
admission to college classes. |

No student will be permitted to graduate
or register for a new semester if he
has an unpaid balance due or account
from any previous semester unless payment
of such an outstanding balance has been
guaranteed in writing by a financially
responsible person or organization. |
| c. |
Any student experiencing special difficulties
may make special arrangements with the
Vice President for Administrative Services
by following the above procedure. |
| d. |
In the event a student completes
registration and withdraws before paying
the appropriate fees and tuition, the
institution will make three attempts
during the current year by letter and
personal contact to collect these funds.
If the institution is unsuccessful,
the account will be turned over to the
North Carolina Attorney General's office
for disposition. |
