About Detention Officer Certification Course

The North Carolina Detention Officer Certification Course is a State accredited program designed to prepare entry level individuals with the cognitive and physical skills to become certified detention officers. The course is comprised of twenty-one separate blocks of instruction. The Sheriff’s Commission mandated course, upon completion, will enable the graduate to be certified to work as a sworn detention officer in the State of North Carolina. This course is governed by the North Carolina Sheriffs' Education and Training Standards Commission and the North Carolina Criminal Justice Education and Training Standards Commission. The North Carolina State Detention Officer Certification exam will be administered on the last day of each class.

Entry Requirements:
Students employed by a Law Enforcement Agency must be given priority admission according to the North Carolina Administrative Code. All other students will be considered in the order in which initial contact with the school was made and criteria met.

To pre-register, all prospective students must submit an application (F-3) and a signed Sponsorship letter to the School Director at REQUIRED DOCC Meeting. Also, all completed medical forms F-1, F-2A, F-2 should be submitted to the School Director by the agency or student. Satisfactory health documented by a physician is mandatory for acceptance into the program.

The following items must be submitted on the first day of class or at required meeting.
A copy of high school diploma/GED
A certified copy of arrest and driver history record for the past five years. (If sponsoring/employing agency has this information in their files, they must indicate on the Verification of Sponsorship or Employment form)

Day:
DOCC Meeting: February 16, 2010 – 10 a.m. (required)

All required paperwork and books will be ordered at this time. Students will be required to pay for books at this time or having billing letter from agency.

Class Begins: March 8, 2010 at 8a.m.
Classes will meet 8:00 a.m. - 6:00 p.m., Mon-Fri, with some evenings.

ADMISSION REQUIREMENTS:
(All requirements must be met prior to admission to the program)
1. Must be a United States Citizen.
2.

Complete a Detention Officer Certification Course (DOCC) application for admission and submit it to the Public Safety Training Center indicating the session for which the applicant is applying.

Applicants must at least 20 years of age and age 21 if applying as a Deputy Sheriff.

Along with your application for admission, please also provide:

· certified copy of birth certificate
  (from the registrar of deeds or the bureau of vital statistics)
· evidence of a high school diploma/GED
· copy of valid drivers license

3. Provide a certified criminal record check for local and state records for the time period since you became 16 years of age from all locations of residence. An Administrative Office of the Courts criminal record check or a comparable out-of-state criminal record check will satisfy this requirement.
4. A letter of sponsorship from a North Carolina law enforcement agency signed by the Chief or Sheriff which states that your character is appropriate for the law enforcement profession, and that a background check has been performed (preferably with histories attached), and that no reason was found to deny sponsorship, must be submitted. This letter must be on agency letterhead. NOTE: The sponsor has the right to withdraw sponsorship based on actions of the trainee. (see sample letter)
5. Medical forms, provided to the applicant, must be completed by a physician, physician’s assistant, or a nurse practitioner and submitted to determine fitness to perform the essential job functions of a law enforcement officer. The physical should not have been performed no more than six-months before the beginning date of the session applied to attend. If attending Detention Officer Certification or Basic Law Enforcement Training, physical must be completed in North Carolina.
6. Take the TABE Entrance Examination. The TABE exam will be given during the required DOCC Meeting scheduled prior to the beginning of the training. At that time, a reading comprehension test will be administered. Applicants will then be ordering books and uniforms and payment will be required at that time. Attendance is required.

Any applicant who would not be eligible to be sworn as a detention officer in the State of North Carolina is ineligible to enroll in the DOCC Training.

The DOCC program requires physical activities that can be strenuous in nature. It is advisable to begin an exercise program before beginning DOCC that includes “military type” push-ups, sit-ups, and running/jogging, especially if an exercise routine is not a normal activity.

DRESS:
Uniform type shirts and pants are required for all classroom and practical activities. The requirement is that trainees present themselves with a neat, clean appearance. Trainee’s will be required to wear physical training clothing, i.e. shorts and t-shirts when conducting PT. PT attire must be presentable and neutral with nothing that may be considered offensive. Shorts must come down to above knees and t-shirts must be short sleeve and ability to be tucked in. Trainee’s who attend any activity relative to DOCC without the appropriate attire could be dismissed from training. The trainee will be required to wear black, rubber soled shoes that can be polished. The trainee will also need to have either running or cross training style sneakers for physical training.

Trainees must provide duty belt, handcuff case and handcuffs with keys.

Handcuffs must be either chained or hinged and common brand.
