National Park Service Seasonal Law Enforcement Ranger Training
COURSE DESCRIPTION:
 

A 556-hour basic training program with 112 optional add-on hours designed to prepare Seasonal Park Rangers to perform law enforcement in areas administered by the National Park Service. The sessions are fourteen-fifteen (14-15) weeks in duration, 8:00am - 6:00pm, Monday through Friday, with evening and Saturday classes scheduled. Successful graduates will be eligible to receive a Type II Seasonal Law Enforcement Commission. The Type II Law Enforcement Commission will be issued by the appropriate park Superintendent and will be surrendered to the Superintendent at the completion of the season. Commissions may be reissued for subsequent periods of employment upon certification that required annual training has been met. This commission enables the bearer to carry firearms, make arrests, investigate violations of the Code of Federal Regulations, investigate motor vehicle accidents (excluding fatalities), take initial reports on felonies and fatalities and assist in the follow-up investigations under the supervision and direction of an employee with Type I Law Enforcement Commission Authority and serve subpoenas and assist in the serving of a warrant under the immediate direction of an employee with Type I Law Enforcement Commission Authority. There are currently 11 existing training academies that are approved for preparing Seasonal Law Enforcement for commission to work at one of the more than 300 parks, monuments and other facilities of the National Parks in the contiguous 48 states, Alaska, Hawaii, Puerto Rico, the Virgin Islands and Guam.

The National Park Service Seasonal Law Enforcement Ranger training is approved by the Department of Interior and coordinated by the National Park Service Law Enforcement Training Manager who is located at the Federal Law Enforcement Training Center in Glynco, Georgia. The certification enables the graduate to work in law enforcement positions with the National Park Service, U. S. Fish & Wildlife, and the Bureau of Land Management. Other agencies, such as the U. S. Forest Service, Army Corp of Engineers, and Tennessee Valley Authority also recognize the value of this training in obtaining potential employees.

The National Park Service does not recognize any law enforcement training other than certain types of Federal law enforcement training (please contact the Public Safety Training Center for further information). Attendance in this program, in its entirety, is a requirement in order to be eligible for a Type II Seasonal Law Enforcement commission.

Applications must be completed in their entirety and submitted a minimum of two weeks before the session begins. Application must be notarized and legible copy of driver’s license, birth certificate, and high school diploma or GED sent with application.

In addition to attending all sessions and successfully completing each topic area, the candidate must be recommended by the School Director to take the final exam at the conclusion of the program. Therefore, proper attitude, conduct and attendance is mandatory in order to receive recommendation. Only serious applicants should apply.


ADMISSION REQUIREMENTS:
(All requirements must be met prior to admission to the program)
 
1. Must be a United States Citizen.
2. Applicants must be at least 21 years old.
3. Complete a Seasonal Law Enforcement Training application for admission and submit it to the Public Safety Training Complex indicating the session for which the applicant is applying. Applications must be completed in their entirety and submitted a minimum of two weeks before the session begins. Application must be notarized and legible copy of driver’s license and high school diploma or GED sent with application.
  Along with your application for admission, please also provide:
Copy of a high school diploma/GED
Copy of valid drivers license
Copy of birth certificate
4. Medical forms, provided to the applicant, must be completed by a physician, physician’s assistant, or a nurse practitioner and submitted to determine fitness to perform the essential job functions of a law enforcement officer. The physical should not have been performed no more than six-months before the beginning date of the session applied to attend. Physicals must be completed prior to the first day of class. Those attending who have not completed his/her physical will not be admitted into class and no refund allowed.
5. APPEARANCE
Grooming must be kept to the same standards of a uniformed law enforcement officer complying with the rules and regulations of the employing/sponsoring agency. This includes:

Hair regulations –
MALES – From LMPT Manual 10.4.2.1 Grooming of Hair.

Hair shall be combed or brushed so that it does not protrude more than 2 inches in a perpendicular line from the scalp; it shall be gradually tapered to the sides so that the outer portion of the ear is visible and not covered by hair when viewed from the front, side and rear. Hair shall be evenly trimmed at all times. Hair on the back of the head shall be trimmed so that it does not touch the uniform shirt collar while standing in normal posture. While the trainee is engaged in training, his hair shall not be worn in braids, plaits, dreadlocks, ducktails, pigtails, ponytails, rattails, or drawn together and pinned. Unusual or eccentric haircuts are not permitted and shall be of neutral color and style.

FEMALES – From LMPT Manual 10.4.3.1 Hair.
Hair shall be neatly combed and arranged and shall not extend below the bottom edge of the collar; hairstyles used in accomplishing this goal shall permit the proper wearing of the uniform hat or ball cap. Barrettes and similar hair ties shall be kept to a minimum and shall be of neutral color and style. Unusual or eccentric haircuts are not permitted.

Shaving – Everyone shall be clean shaven at all times.

Make-up – Cosmetics, when worn, shall be conservative.

Jewelry accessories (earrings by male students not permitted; only one set of stud earrings for females). Jewelry of any kind will not be worn while conducting any physical training or deemed inappropriate by instructor.

Personal hygiene must be maintained at all times.

HOW TO APPLY:

  Submit application and $800.00 deposit to the address indicated on the application. Physical Forms can be submitted at a later date. Applicants must be at least 21 years of age.

COURSE COST:
 

Registration Fee - $ 175.00 (effective August 15, 2009)
Supply and Material Fee - $ 800.00 - must accompany application to secure a position

(These fees do NOT include housing or meals)

There is not an additional fee for the Medical First Responder and Firefighting.

SUPPLIES AND MATERIALS:
  A $800.00 deposit is required in advance to secure a position in the class.

Applications are accepted on a first-come, first-served basis. (Deposits received after a session has filled will be returned). Class size is limited to the first 30 trainees. The $175.00 registration fee must be paid on registration day (first day of the session). Payment may be made by check, cash, or credit card. Because of the method of delivery for this training, these are the only fees paid to the College.
REFUND:
 

Requests for a refund of the supply and material fee must be made in writing, 60-days prior to the beginning of the class, to the Director of Public Safety Training. Request can be in the form of an email and should state reason for refund requested. Request must also include full name, current address, date of birth, and complete social security number. If approved a recommendation for refund will be made to the Vice President of Extension Education and Economic Development. Each request will be reviewed and approval will be on a case-by-case basis. Last minute refund request will not be allowed. A student can also request to change to the next available scheduled offering of the program (this would only be allowed one time). Uniform orders shall not be subjected to refunds. Please allow up to 90-days to process refund request.


HOUSING:
  Campus housing facilities are not available. Here is a list of possible local housing. Cost and conditions will vary.
DRESS:
  Uniform type shirts and pants are required for all classroom and practical activities. You will be provided with two (2) sets of uniform shirts and pants. Additional clothing can also be purchased. The requirement is that trainees present themselves with a neat, clean appearance. Trainee’s who attend any activity relative to SLET without the appropriate attire could be dismissed from training. The trainee will be required to wear black, rubber soled shoes that can be polished. The trainee will also need to have either running or cross training style sneakers for physical training.
OTHER EQUIPMENT:
  You will need to provide your own duty belt for leather gear. A standard, sturdy, 2 1/4 " (Uncle Mike’s type) belt is necessary. You will also need a utility belt and a minimum of four (4) keepers. These can be leather or nylon, as long as they are sturdy. You will also need to provide your own flashlight, hearing protection (over-the-ear type) and eye protection for the firing range. Sub-freezing temperatures are likely during winter months and some activities are conducted outdoors. Please bring sufficient apparel for these conditions. You will also need rain gear. Appropriate dress clothing for the courtroom practical will also be needed. A baseball type cap is required for the firing range. Camouflage clothing will be needed for the Woodland Operations exercises. If you don’t own this type clothing, pants and/or shirts should be acquired.
VA BENEFITS/FINANCIAL AID/UNEMPLOYMENT:
  This program has been approved for VA benefits.

The program does not meet the definition of an eligible program for Federal Financial Aid. Because the delivery is through the Continuing Education Division of the College, enrollment as a "half-time or full-time" student can not be documented for student loan deferment purposes.

COLLEGE CREDIT:

 

In an effort to make the training at SCC more affordable, we offer the program through the Continuing Education Division of the College. As a result, all enrollees pay the same registration fee regardless of state residency, and there is not an additional fee for tuition. Therefore, only CEU’s are awarded at the conclusion of the program. Regular college credit is not earned, though consortium agreements have been established which enables graduates to be granted credit at their home university/college.

If you would like to establish a consortium agreement with your home university, you will need to discuss this option with someone at your university (usually an Advisor or Admissions Officer), and provide us with a contact name and number. Most universities are agreeable to providing credit.

ADMISSION:

  Complete the NPS application and submit it along with the $800.00 deposit to: (Do NOT submit a deposit if you are uncertain of your attendance to this training. In emergency situations, if possible, the deposit may be transferred to another session.) Southwestern Community College, Public Safety Training Complex, 225 Industrial Park Road, Franklin, NC 28734. Checks should be made out to Southwestern Community College. Applications are accepted on a first-come-first-served basis. If the class has reached the maximum capacity, the deposit will be returned. Physicals are required for participation in the Physical Efficiency Battery which is a required part of the training. The Physical Forms should be completed by a physician and can be submitted at any time. Here are the physical requirements for positions with the National Park Service. Perspective trainees should be familiar with what these requirements are. Requirements by other agencies may differ from that of the National Park Service.

LOCATION:

 

Southwestern Community College Public Safety Training Complex is located in Franklin, North Carolina, 80 miles south of Asheville, North Carolina, and approximately 40 miles from the entrance to the Great Smoky Mountains National Park. The Complex is located in the Macon County Industrial Park on Highway 64 West. (map)

The population of Macon County is around 30,000, and is a rural community.

ADD-ONS:
 

Medical First Responder is a 72 hour course of instruction which meets the DOT National Standards for First Responder. This course is typically delivered during the evenings weekends throughout the core program. There is an additional fee to sit for the National Exam.

Firefighting (S-130 and S-190) is currently being offered during the regular schedule.

NOTE:
  Applicants who have questionable criminal backgrounds should not apply.

At this time, the eligibility age for "Seasonal" employment is at least 21 years old with no limit on the maximum age. Term appointments have a maximum of 57 years of age. Permanent positions are not offered to individuals over 37 years of age. Please review educational and age requirements for the positions you wish to become eligible to obtain.
