Dr. Cecil L. Groves is the president of Southwestern Community College and as such is the chief executive officer of the College with primary responsibility to the College (1). Mr. Conrad Burrell is the chairman and presiding officer of the board of trustees (2).

The president is elected by the board of trustees and approved by the State Board of Community Colleges (3). Membership of the board is governed by North Carolina General Statute (4), and the president is not a member of the board. The board selects a chair person from its membership (5), and therefore the president is not eligible to serve as presiding officer of the board.

The president oversees the operation of the College and reports directly to the Board of Trustees (6). The board must approve any secondary employment of the president (7 & 8), and the president must avoid any conflict of interest (9) and adhere to the College policy on secondary employment which states, “The primary obligation of college employees is owed to the College. Employees who engage in secondary employment have the responsibility to ensure that any such employment does not interfere with their work at Southwestern Community College…”
