3.2.2.1
the institution’s mission;
NARRATIVE:
The
board of trustees is authorized to adopt the statement
of mission for the College under North Carolina General
Statute (1)
as well as adopt rules, regulations, and bylaws for
the government and operation of the College.
The
rules of the State Board of Community Colleges require
Southwestern Community College to include the College’s
mission, goals, and objectives in an ongoing planning
process. The college is further required that its mission
be consistent with the mission of the North Carolina
Community College System (2
& 3).
The
bylaws of the board of trustees state that it is the
duty of the board to guide the overall operation and
direction of the college. The bylaws further state an
objective of the board of trustees shall be to assure
that Southwestern Community College accomplishes its
mission (4).
The
board last updated the mission statement in 2000 and
updated the related goals in 2002. The President’s
Council reviews the mission statement, institutional
vision, and goals on an annual basis and makes recommendations
to the president (5).
The Executive Council reviews the mission as a component
of the annual planning retreat.
3.2.2.2
the fiscal stability of the institution;
NARRATIVE:
The
North Carolina General Statutes define the legal authority
for financial control and fiscal stability as a responsibility
of the board of trustees. These are covered in various
sections of Chapter 115-D Body Corporate (6);
Sale, Exchange, or Lease of Property (7);
Powers and Duties (8).
The trustee’s bylaws establish a committee on
finance and campus improvements, which reviews tentative
current operating expense and capital outlay budgets,
and recommends budgets for adoption by the full board
of trustees. The bylaws state, “The Board shall
periodically review the fiscal operations of the College
in each and all budget areas and review all other financial
activity.” (9)
The
board of trustees is authorized to purchase land for
the College, subject to approval of the State Board
of Community Colleges. The board of trustees is responsible
for receiving and accepting donations, gifts, and bequests
(10).
3.2.2.3
institutional policy, including policies concerning
related and affiliated corporate entities and all auxiliary
services;
NARRATIVE
The
board of trustees has legal authority to establish policy
for the College. This authority is derived through North
Carolina General Statute (11)
and outlined in the College board of trustees bylaws
(12) which
state “(the president) shall be elected by the
Board of Trustees with full authority and responsibility
for the operation of the College under the policies,
rules, and regulations of the Board of Trustees and
the State Board of Community Colleges.”
The
College enters into contracts with auxiliary services
not operated by College employees. The Vice President
for Administrative Services is responsible for administering
and monitoring the agreements with the College bookstore,
vending, and food service providers (13).
Procedure 7.10.1 designates the Vice President for Administrative
Services as the responsible person for the efficient
operation of the leased bookstore (14).
3.2.2.4
related foundations (athletic, research, etc.) and other
corporate entities whose primary purpose is to support
the institution and/or its programs.
NARRATIVE
The
Southwestern Community College Foundation, Inc. was
established under authority of North Carolina General
Statutes to support and benefit the college and its
students (15).
As reflected in its operating agreement with the College
(16), the
foundation is a separately incorporated 501(c)(3) non-profit
corporation established for soliciting and receiving
charitable donations in support of the college (17).
The foundation raises funds for student scholarships,
learning resources, instructional materials and equipment,
employee development, facilities renovation, and capital
improvements (18).
The
foundation is audited annually by an external auditor.
The Vice President for Administrative Services receives
this audit, which becomes a permanent component of the
college records (19).
