3.2.6 There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

Narrative: The Board of Trustees sets policy for the College, and the administration and faculty administer and implement policy. This distinction is clear in written authority and in actual practice. The Board of Trustees is not involved in the daily operations of the College, but provides oversight.

The responsibility for the board to make policy is clearly stated in North Carolina General Statutes Chapter 115D (1) and outlined in the Board of Trustees Constitution and Bylaws (2). There is evidence of this in practice as recorded in the minutes of the board (3).

The president has authority for operation of the College under the policies of the Board of Trustees and the rules and regulations of the State Board of Community Colleges (4).

Statement 1.1 of the SCC Policies and Procedures Manual states, “This Manual is a statement of the policies of the Board of Trustees relating to the philosophy and governance of Southwestern Community College and such administrative statements and procedures as the president may deem appropriate to the implementation of board policies. The manual, together with applicable state laws, shall constitute the fundamental guidelines for the administration of the college.” (5)


Every faculty and staff position at the College has a position description outlining individual responsibilities (6). These are available in the Human Resources Office.

The Faculty Handbook addresses the responsibility of faculty to implement such policies as the Grading Policy (7) and other academic policies (8). The employment contract specifies the responsibility of the employee to perform services to the College subject to the policies, rules, and regulations of the board (9).
